HR3200: A Software Perspective

I must admit that I’ve read recent legislation such as HR3200 (i.e. Healthcare “Reform”) and HR 2454 (i.e. “Cap and Trade”)from a software perspective, however some brilliant person has actually put these ideas into print, and I thought it would be worth sharing.
